Annie Bell Franklin was born to Jessie and Mary McDonald on December 12, 1913 in Bastrop County, Texas. She was the youngest of ten children, all preceded her in death.

Annie Bell proclaimed a hope in Christ and was baptized in 1928 and placed her membership in the Hopewell Primitive Baptist Church. After moving her residence to Austin, Texas, she united with the Pilgrim Rest Primitive Baptist Church, July 17, 1931 under the leadership of Elder Elmo Lee. Annie Bell remained a dedicated member of Pilgrim Rest Church for seventy-eight years and four months.

Annie Bell completed high school and furthered her education at Huston-Tillotson College of Austin, Texas.

She was united in holy matrimony to Willie Saul and later to Rudolph Franklin, both preceded her in death. No children were born to those unions.

Although Annie Bell had no biological children, she wa well known and loved in her community, church home, and the Districts, State and National level for her contributions.

Annie Bell leaves to cherish her loving memories one niece, Lillie Jewel Calvert, one special great nephew, Willard Crayton, a host of great nieces, nephews and other relatives and friends.
