Charles Wesley Rivers was born to Clara Bell Rivers and Charles Humphrey on May 18, 1933, in Burleson County, Texas. He confessed a hope in Christ at an early age an united with the Sweet Home Baptist Church in Giddings, Texas. After completing high school, he served the country as a member of the US Military.

On May 5, 1953, Charles united in marriage to Sister Oddie B. Burns and to this union eight children were born. They were married for 19 years.

In 1973, Charles united with the Corinth Missionary Baptist Church (CMBC), under the leadership of the late Reverend Levester Wilson. While a member at CMBC, he met and married Ms. Eddie Marie Horace (Kitty) and they were happily married until her death on October 24, 1998. As a member of CMBC, Charles was a very involved member. He sang in the CMBC Choir and was a committed Deacon, leading many devotions with his favorite devotional hymn, "Yes God Is Real." Deacon Humphrey was involved in many auxiliaries for a number of years before announcing his calling to the ministry. Minister Humphrey took his call seriously and graduated from the School of Theology in San Antonio, Texas.
