Dr. Patsy Lanell Allen was born to Malon Allen and Claudia Murphy Allen on January 5, 1951. The family was in Big Sandy, Texas on their way to Austin from East, Texas. Patsy professed her faith in Christ at an early age at Wesley United Methodist Church.

Patsy matriculated through the Austin school system and graduated from the Original L. C. Anderson High School in 1968. She continued her education by earning a Bachelors of Science degree from Huston-Tillotson College, now University. Patsy went on to earn a Masters degree in Business Administration and a Doctorial degree, both from Colorado Technical University. Patsy was a member of Phi Beta Delta Honor Society and Delta Sigma Theta Sorority, Incorporated.

Patsy most recently worked as an Adjunct Professor at Colorado Technical University. She spent 10 years at the University of Texas at Austin in a variety of positions to include Human Resources and as an advisor to not only the African American Cultural Committee but also the Multi-Cultural Committee and the Black Student Alliance. Patsy also utilized her skills and talents for over 5 years with the Department of Homeland Security-FEMA.

On November 24, 1979 Patsy married James A. Julius, III and together they lovingly raised Angela Dionne and James A., IV.

Preceeding her in death were Patsy's parents, Malon and Claudia Allen, her brothers, Malon, Jr. and Jacque and brother-in-law, Lincoln Johnson, Sr,.

Patsy leaves to cherish her memory a beloved husband, James A. Julius, III, daughter, Angela Beechum (Earl, III), son, James A. Julius, IV, sister, Lavonne Johnson, beloved aunts, Alice Gholston, Jewel Allen, Maxine City and Harriet Murphy, and seven grandchildren, Deja Beechum, Victoria Julius, Earl Beechum, IV., Aliya Beechum, Jordan Julius, Grace Julius and James A. Julius, V.

Also mourning her loss are cousins, John (Buddy) Allen, Courtney Allen, James Allen, Elaine City, John Edwin Murphy, Stanley Murphy, Gerald Murphy, Hardy Ray Murphy, Debra Murphy, Sidney Murphy, nieces, Cherryl Allen, Alafia Jones, Jacquelyn Allen, Jazmyne Allen-White, Terri Johnson, Jana Johnson and nephew, Lincoln Johnson, Jr., and a host of family and beloved friends.
