Waters Yancy Bell, son of Darnese Sr. and Mimie Waters Bell, was born on December 15, 1948 in Washington, D.C. He departed this life on
August 24, 2012 in Syracuse, New York.

He received his early education in the public schools of Washington, D.C. and Rochester, N.Y. After graduating from Central High School in Syracuse, he attended Hampton University where he made lifelong friends.

Waters worked at General Super Plating Co. in both Syracuse and Charlotte, NC in management and a company vice president described him by saying "his greatest asset, is his ability to get along with people, his peers and the people that work directly for him. He got the job done and maintained the respect and loyalty of all." Waters lived in Austin TX. and worked at ABC Blinds for several years. Returning to Syracuse, he worked at Carrier Corp. in the Division of United Technologies and retired in 2003

Always inquisitive, he was interested in current events, especially local/national politics. He enjoyed sports and was notably a life-long fan of the Washington Redskins. He loved to laugh. His generous and positive spirit produced the lifelong friendships and loyalty he enjoyed.

Waters loved family and leaves to cherish his memory two brothers, Darnese, Jr. (Myrtle), Harris E (Stella); two sisters, Marietta Bell Noel, Minnie Bell Smith (William); two nieces, Darmeisha and Latrishel Bell; and two nephews, Kenneth Noel and Darnese Bell III; friend and caretaker Rick Grigg and a number of other relatives and friends
