Otis C. McLin was born in Rule, Texas to Willie Mason and Ora Lee Mason on July 18, 1937. Otis began his formal education in Abilene, Texas, where he graduated from Woodson High School. He attended Cisco Junior college and received his master's degree from Hardin-Simmons University.

In 1959 he served in the Air Force of the United States of America. After serving many years in the military, he became the first Black Police Officer in the Abilene Police Department. He entered the Police Officers Academy in December 1963 and joined the Abilene Police Department in February of 1964. He was a Patrolman for five years and then, served in Special Services for four and one-half years.

Upon receiving his master's degree, he joined the faculty of Austin Community College on August 15, 1973. He was one of the initial faculty members hired at the Ridgeview Campus and served as a Professor in the Department of Criminal Justice at the Eastview Campus until his recent retirement. He taught thousands of students the foundations of criminology.

In his later years he devoted his time to his grandchildren, taking them to cheerleading and softball practice. They were the joy of his life.

He was a member of St. Peter's United Methodist Church for many years.

Otis McLin departed this life peacefully on February 3rd, 2012. He was preceded in death by his parents, Willie and Ora Lee Mason, his wife of 30 years, DeAnna, and his brothers George McLin, Charlie Mason and Richard Mason. Otis is survived by his children, Edgar Watson, Phyllis Michea Watson-Harrison (Donald Angelo), Zjok McLin (Denise) and Torrance McLin; grandchildren, Donisha Harrison, Zjok McLin II, DeAnna Watson, Kyanna McLin, and Keimyjiah McLin; sisters: Jeannette Kirk and Mary Evans; brothers: Raymon Mason (Regina) and Edward Mason; step-sisters: Jan, Sharon and Doris; aunt: Betty; and cousin, Blanche. He is also survived by numerous nieces, nephews, relatives and friends.
